Which tools output 25 or 50 fps for PAL regions?
LTX-2.5 is the one generator that lists 25 and 50 fps, alongside 24 and 48, at every resolution. Runway reaches 25 and 50 only through its frame-rate conversion step. YouTube names 25 and 50 among common rates. From 3 source pages, read 2026-09-25; no maker pays to be listed.

2What it means for delivery
Broadcasters in most of Europe, Africa and much of Asia work at 25 or 50 frames per second. Generating at that rate avoids a conversion that can add judder to motion; converting afterwards is possible, and Runway prints the targets for it.
No figure on frame rate from 22 vendors: Adobe Firefly, BytePlus Seedance, Crreo, DomoAI, DramaSo, Filmora, Flixly, Grok Imagine, Higgsfield, Kling AI, Luma, M Studio, MagicLight, MiniMax, OpenAI Sora, Pexo, Pika, PixVerse, Revid AI, SceneMixer, Topview and Vidu.
